Which mac mini to choose for getting started with Xcode development?

Hello.
I have been looking at Apple products for a long time. I was advised Macbook pro 15 not lower than late 2013. But it is quite expensive (60-70 tr). Then, while studying this topic, I learned about the Mac Mini. You can buy such a box relatively inexpensively. It is more advised to take late 2012 with a quad-core i7 on board than late 2014 on a dual-core i5. Also for the reason that the 2012 box allows you to change memory and hard, and 2014 only hard. I also read about server versions of 2011 on i7.
It is very difficult to decide what to choose, especially when you don’t know, and even when it’s 2020. I really don’t want to take the old one, I need something optimal in terms of performance and money, at least for the first time.

Requirements:
1. My budget is up to 30 tr.
2. Minimum set of features for a tolerable initial experience with Xcode?

As I understand it, late 2012 on i7 + 16GB + SSD is a price of 40 tr.
What to donate and what to choose to meet the budget and not suffer very much))

don't suffer too much

I suffer on the 17th year. Fighters of 2012 are suitable for halloword and projects for a couple of files. It's scary to imagine how storyboards will work .
This is me to the fact that the pain awaits in any case.
