Which hit tracker to choose?

Basic requirements:
Russian interface
free of charge
easy creation of call templates (all problems are typical).
Our favorite so far is the Request Tracker (by Best Practical).
We looked at OTRS (generally OK, but too complicated with templates) and osTickets (Russification in its infancy).
