Which hdd is best for a server?

I ran into a problem. I'm going to transfer my site, which is quite voluminous, to a self-assembly server, gradually improving it. I immediately thought about a backup server, so that when I do something with the main one, I could quickly transfer the site to a spare one.
And here problems arise: the budget is very limited, we need a productive, but not very capacious disk, I would even say the most not capacious, 16 gigabytes.
I can’t find anything sensible myself, can you at least advise?

16 GB hard drives remained at the beginning of the 2000s. Their performance will not please you.

Really problems if performance is really necessary directly. If you want exactly HDD, then for performance you need to look at SAS or SCSI, but you don’t have money for hardware.
The only option left is to buy a SATA SSD. Since the site is voluminous, and you expect a load, consider buying a used server SSD. In small quantities, they are now very inexpensive. At the same time, you will get the reliability inherent in the disks of those years.
Many sellers show SMART in product photos, this will help you choose one that is not completely worn out (although the resource of the then SSD was large).

2) I would try to store even unnecessary trash on hdd, which is about half a century old.
For 25 bucks you can get a 120 GB ssd. For $ 15 for 60. For $ 5 usb flash drive 3.0 You can connect the phone in storage mode for free, since in modern phones the memory is mostly at least 32 GB (these are budget models)

USB flash drives come in 16g. If honest USB3, then the performance is nothing like that.
