Which Full-HD monitor to buy in 2018?

The choice in stores is quite huge. And reviews on new monitors are in no hurry to do. Maybe someone bought a monitor recently and can advise something.
Wishlist is something like this:

  • Matrix - VA or IPS
  • The ability to rotate the screen 90 degrees
  • Low response (so that there are no noticeable loops in dynamic scenes, because one of the use cases is games)
  • The refresh rate is 75 Hz or more (I noticed a difference on my old TN monitor, maybe this is not relevant on monitors with other matrices, if so, then the refresh rate can be ignored)
  • Budget up to 15k
