Which engine to choose for "public comment"?

The question is, you need to make a website where there will be a discussion of a public issue, that is, there is a problem in my city, a friend from the administration contacted me, it doesn’t fit in my head how best to implement this, please advise.

I think a static page will be enough, on which the question will be stated (is it the only one?) And at the bottom there is a form for commenting / discussion. Ideally with the ability to comment via social networks. The Cackle plugin is exactly right: cackle.me/demo/comments .
Or just create a VK group. )))
