You need software, paid or free - it doesn't matter, that allows you to store, sort and search documents by content, by specified tags when added, by file name. Having a client side that allows multiple users to add information there.
The bottom line is this: the organization works with applicants, scans their documents (passports, etc.) into PDF, compiles documents in Word, and needs a system for managing these documents. For example, a card of the applicant Ivanov I.I. is created and information about him is added there: passport, snls, etc., and their scanned copies are uploaded.
