Which DAC / audio card and connection to choose?

For EDIFIER 2730DB speakers, I want to buy a DAC or an audio card (external). The source will be a laptop without optics. I would just like a good sound (not Hi-Fi) so that there would be optics in the audio card / dac. It was possible to connect rca and optionally, but preferably headphones. My budget (about 10-12k rubles, not counting the column) With regards to the questions:
1) Do you need this optics at all ???? Maybe with tulips there is not such a big difference to overpay!?
2) What to choose a DAC or an external audio card?
3) Highly recommended shiit magni 2.
I myself settled on creative sound blaster X-Fi , TOPPING D10 and sound blasterX G5.
Among the audio cards are ASUS XONAR U7 and creative sound blaster X-FI SURROUND 5.1. Maybe in the future I will buy additional speakers for 5.1.
4) Do you have any other options??

Choosing sound equipment is like choosing shoes. They can recommend anything, but you still need to measure.
