The question was raised about replacing the parents of a large buzzing system unit (p4 2.8, 2g RAM, built-in video) with something smaller and quieter and faster.
Actually a computer for surfing, office documents, cinema, a little bit of Photoshop, OS - win. You need to eat the Internet over Wi-Fi. Well, it would be interesting to install a hard drive with an SSD, because the buzz from working at a computer significantly increases.
I have lagged behind iron for a long time already, so I can’t imagine what interesting things are on the market now. According to the budget, I think 12-15k is the upper limit. I saw all sorts of interesting mini computers like zotac zbox on the Internet, but because I've never used this - it's a little scary.

I advise you to find a mother with integrated video, ddr3, dual-core atom and passive cooling.
As a result, you will get noiselessness and it will not be necessary to periodically clean the radiator.
Therefore, there will be no risk of overheating over time.
Put Windows 7 there and hard-configure access rights and restrictions on running programs so that there is no risk of catching a virus or installing Yandex bars, satellites and reptiles.mail.ru and others.
The system will work stably for many years without reinstallation.
And it will be easier for parents, they will not be able to do “something wrong”.

Video card without a cooler, for a processor cooler the minimum speed, some new conventional hard drive. After that, the system unit practically stops buzzing (I can’t hear it at all beyond 2m).

Zotac rules. The old ZBOX MAG on Atom + ION has been working great for the second year. I'm thinking of replacing it with a faster analogue, but with AMD, for example ZOTAC ZBOX AD04 PLUS
As for the noise. The box still emits some rustling with the cooler, and replacing the cooler will not work very well, since the mounts are not standard. But I think you can come up with something. There is a narrow-blade turbine there, it can’t help buzzing.
If you want more productive, that is, there is a chic ZOTAC ZBOX Giga ID72 Plus series , but the estimated price of € 470.66 is somewhat scary.

If you don’t mean a laptop, I strongly recommend building something in a small case on an AMD A8 (or wait for Trinity, until August) - I have an A8-3870K, I’m extremely happy - cheap, quiet and very fast.

I would still advise you to think about a laptop.
And it is quiet and mobile, and if something happened to the computer that cannot be repaired remotely, they brought it and fixed it.
