Which College of Information Security to Choose?

Good day, help the student decide on further education.
I decided to go into the field of Information Security, tell me a place for training.
Location :

• Moscow and the Region (himself from Shchyolkovo)
  

Requirements :

• I want to study the subject and not pay for crusts for ~4 years
  
• The presence of a hostel (if there is a college, well, or within the metro station)
  
• Reasonable price (I think that the price within 80k per semester is adequate)
  
• Reputation and reviews

Did I make the right choice?
I thought at first to go to the programmer (I even know a couple of languages), Linux user (red-eyed Gentoo-Arch`evik), the sphere of information security is very interesting, what do such specialists actually do?
How did I learn from Google, reading logs and rubbing plankton about why you should not click on Viagra banners? Yes, correct me if it's wrong.

How to become an information security officer?
As far as college is concerned, you seem to be addressing the question somewhat incorrectly. Do you really think that for you someone here will look for a college for your requirements?
