Who determines whether a person is a professional in his profession or not?
Professional == the responsibility that a person takes on?

In Russian, this word has 2 meanings - and these meanings are often confused:
1. The one who makes money with this. Without regard to the quality of his work.
2. The one who solves the problem. One who has a professional qualification.
The borders of jun, middle, senior are conditional, not formal.
But, if we are not talking about a specific person, but on average about everyone, they are quite objective.
