How to send 1 ltc-satoshi?

I sincerely don’t understand why I can’t send 1 satoshi without commission. I thought that it was impossible in the gui, I tried it through the debug window, I wrote:

settxfee 0
sendtoaddress "address" 0.00000001

As a result, they quarreled that the supposedly small amount of the transaction. I removed the zeros until it turned out 0.00100000, the transaction went away and ... SUDDENLY the commission was 0.00452000. How did this even happen? The blocks are full of space for such transactions, no problem to transfer 1 satoshi without commission.
As a possible solution - to put the old client, but where to get it? It looks like only from the source to collect, however, not such a problem.
UPD: we are talking about litecoin.
