Which CMS to choose to notify users?
Colleagues, welcome.
There is a company that was given a dozen information systems for support and maintenance.
Implemented only OTRS to process user requests and knowledge base.
There was a need to notify users during regular or freelance work.
Email notifications are gone. We think in the direction of a certain CMS with a list of information systems. So that when choosing the necessary one, you can find the latest news ("system update", "Network crash at the nodes, the system is unavailable", "regular equipment maintenance work was successful and the service is operating normally", etc.).
Of the additional functions - the storage of regulations, forms and other things.
Please, advise, what system in your opinion will be suitable for implementation of this. And if it is also open source, it would be great. Thank you.

phpBB - there are subscriptions (notifications) for various events (new topics / messages) + you can hang up a handler for sending SMS. After revision, the meaning will remain the same (bulletin board) - so it will be possible to update to new versions.
