Of course, the essence of the project is slightly different, but the overall picture is similar to KudaGO or Yandex Afisha . The cheapest and fastest, but not the coolest, way is wordpress and the plugin https://wordpress.org/plugins/events-manager/ + a couple of three plugins can create a similar poster. Feeling the niche and being in demand is enough, and then we'll see :)
