We need a site like an imageboard with sections, or like a TJournal site, where there is a place for posts from the editors and in parallel with news from club members. Or like a peekaboo.
Support for logging in through VK and a system for minus content objectionable to the community.
How difficult is this task for a non-coder?
How much will such services cost for freelancers (fork)?

If the budget is small, then this can be implemented on Wordpress. If you need a more powerful system, then take Drupal, but it will be 4-5 times more expensive at least.
