On what framework / cms to make a billing system?

You need to create your own specific billing system.
I want some MVC with all sorts of ajax and inline editing out of the box.
I also want the system of users and rights to both columns and rows to be supported for out-of-the-box models.
A visual editor for models, controllers, and views would be nice.

You can forget about CMS right away. About the visual model editor - too. Rights (ACL/RBAC/...) do not apply to columns or rows, rights apply to actions.
Judging by the wording of your experience, you have quite a bit, look at Symfony, yes it is complex, yes it will be hard, but after a while you will find its approaches quite justified

There is not much difference between frameworks (except if it is not ZF)
Take something from the mainstream - Yii2 or Laravel 5/
