Which CMS is best for: personal blog + book/movie guide for visitors?

I want to start my own website with elements of a personal blog (posting news, articles and getting comments from people on this disgrace).
But I want to be able to implement something like an author's guide to books, films, games.
That is, users choose: genre - plot vanilla percentage - gender of the main character - box office - actors, and receive a selection of films / books that correspond to these parameters.
The parameters for each movie / book are set by me, preferably not through phpmyadmin.
Also, a mini-review can be written for the movie and visitors can comment on it again.
Question 1. What is the best free CMS for this?
Question 2. What is the right way, in order to understand what to look for and what to read, in technical terms, to call my main Wishlist? An external module for step-by-step search with a filter to an additional database? Creating material groups with a one-to-all relationship?

I would look towards Wordpress, as the original platform for picking. Write a filter anyway.
