Which bug tracker to choose for a public project?

There is a desire to launch a web project, which will require a built-in bug tracker. A flask project, in terms of functionality, something like fixber, uTest, etc.
There are corresponding requirements for the tracker:
- registration via google openID;
- flexible configuration of user rights and scopes;
- support for many projects;
- access to data via API;
- open license;
- interface customization.
The advantages are: Sources in Python, work with payment systems, gamification elements, Postgresql database.

At the moment I'm considering 4 options (cons):
1) Trac - Inconvenient to work with multiple projects. Modular nature of basic functions (registration for example).
2) Redmine - Ruby, registration via OpenID requires additional information about the user.
3) Phabricator - PHP, heavily customizable scope of objects and user rights.
4) Mantiss - PHP, little customization options.
5) Write your own - a lot of development time, little experience in security areas and in general.

Question - which of the options in your opinion is more correct? In terms of the specifics of the application, security and ease of development, based on your experience? I am engaged in test automation and development is not my main occupation. At the moment I tend to use Trac.
