Which budget video card and motherboard to choose for watching 4k video?
I have a typewriter based on amd 64 4200+, ddr2 (built in 2005))), I don’t play games, I want to upgrade for simple video in 4k format, incurring minimal costs.

Look at the NVDEC Support Matrix table below. Here is more on permissions. You are interested in VP9 8 bit, H.264 and H.265.
As you already wrote in the comments, any GeForce GT 1030 will be enough. AMD also has suitable video cards (maybe even cheaper), but I'm not familiar with them :)
Perhaps it makes sense to just upgrade everything else and take a processor with an integrated video core, without a video card at all. It hurts to look at the rest of the components.
