Which budget laptop to choose for web development?

Need a budget laptop (< 30,000 rubles) for web development. Development in php, python, layout + some work with graphics at the level of drawing banners and interface elements.
What do you advise?

You will need a browser to check.
It will eat at least 2G of RAM.
Plus, for everything else, at least another 2 G.
If you prefer lightweight Sublime, Vim, etc., then they do not require so many resources.
If you prefer PhpStorm, etc., then I would also add 2 G of memory for them.
Total RAM from 4 G (the minimum) to 8 G (quite comfortable).
If you use Docker - then another gig RAM.
Under the virtual machine and even more.
SSD at least 256 G (volumes are not needed, but the speed is useful)
IPS screen - you also evaluate the appearance.
15 inches 1920x1080.
12-13 inches do not look. Retina is needed there, and this is not budgetary.

I'm sitting on Lenovo B50-30 (Celeron N2840, built-in video) in the minimum configuration. There were 2 gigabytes of memory - I sold it, I bought 8 sticks, I put my own hard one. It cost 17k. A huge plus is passive cooling and a replaceable keyboard. You can work even on the couch, even on the street, and not worry that everything inside will be overgrown with dust. The keyboard is easy to change - if you accidentally knock over coffee, the consequences are much less dire than less modular systems.
A fast, quiet laptop that can run even games without overheating - XCOM passed on it.
