Which alternative shell to use on Windows 10?

I want to make a PC like a kiosk but with the ability to run several applications (browser, mail, 1C, etc.).
Previously, I used an assembly on LiteStep for these purposes, but it is no longer being developed. There are no adequately working libraries under x64, and even more so under Windows 10.
We are aware that Windows has made its own kiosk, but Shell v1 is not far from the standard shell replacement in the registry, and Shell v2, despite the declared Multi-App Mode, supports it exclusively for UWP applications.
Maybe someone uses or knows worthy solutions?
I will immediately answer a typical question - why not a standard shell.
There is too much to close in the standard shell. There are always typical key combinations, and options for bypassing locks, because. the standard shell is multifunctional.
IMHO, the less the shell can do, the fewer loopholes it has.
