Where to look for adequate typesetters?

Introductory
A week ago published those. task for layout
And customers are ready to discuss the cost and timing and technology.
But out of 30 responses - exactly 1 still read the problem.
The rest of the willing performers sent only unsubscribes, they say, "contact us, super-pros, we are ready to perform." But there is no specifics in the response, they did not read the task. If at this stage people do not read not so much tech. task, then there is no faith in these performers, sorry.
The respondent is not satisfied with:
1) No alternative.
2) I signed up for the work and named the deadlines without specifying unclear places (I am aware that the technical task only schematically describes what we need, so it was expected that an adequate performer would nevertheless, before naming the deadlines and agreeing to a certain amount - nevertheless, he will discuss the details that are unclear to him)
3) The contractor agrees to any format of output data, to any adaptation to any site engine unknown to him in advance (even if it is not necessary in fact, only bare layout is needed), but he wants this without additional payment , so it seems that he does not understand the complexity of implementing his promises "to adapt to anything"
Items 2) and 3) suggest a low qualification of the performer.

Too lazy to "read-a lot-of-books":
There is a high-quality layout (template) from the TemplateMonster site, the source code is in pug/scss.
But it contains several types of pages of interest to us - the task is to supplement this layout with pages from another TemplateMonster template, where the necessary types of pages are.
Of the difficulties - the templates are not compatible in technology, the second template can only be considered as a starting point, as a design. Direct dragging will not work.

Wow. Well, as it were, with such a statement of the problem, you should not count on high-quality freelancers.
1. Your wording "There are two templates from TemplateMonster , which one you will use, which client you will use, you need to add functionality from the second one to the first" - in fact, if you do it normally, it's "draw and make a new design based on the two previous ones."
As if this is a job for 2 different people: a designer and a layout designer.
In fact, they are almost never combined in one person.
2. No offense, but the task on fl has a very chaotic presentation - a lot of all sorts of small specifics, some specific requirements for validation and commenting - but at the same time, there is no technical specification for the functionality of the online store in the text.
"Do it like in that template" is not a TK. "Do it like in that template" is the starting introductory line for not a small job of a product analyst, but I have never seen such freelancers for any money.
For a competent performer, such a statement of the question indicates that you have some kind of vision of your own and either you will need to be briefed hellishly, or you will have a million edits.
3. Budget.
I have adequate typesetters who quickly and efficiently typeset. The cost of layout from scratch for one page starts with a figure greater than your entire project (I never want to offend you).
Yes, I have overestimated requirements for both quality and speed - but in any case, studying someone else's code with making edits is a task that is obviously more difficult than compiling from scratch.
If you want a good sane result, break the task into two:
1. Draw a design based on the first template.
Describe in detail a specific list of pages, specific functionality, specific changes.
2. Make up a new design.

It would be necessary to rename the question, how can an "adequate" customer find an "adequate" typesetter.
I think people who are constantly engaged in layout know what they are doing and that 99% of projects are stupidly the same. He reads every indistinct TK more expensive for himself, there simply won’t be time for work.

Search everything there.
Lots of work. To give some kind of timeline and budget, the performer must spend a decent amount of time studying the source code and your wishes.
The qualification of the performer is usually inversely proportional to his diligence, especially with finishing touches / alterations.

Hire on an hourly basis, properly organize time tracking in order to monitor progress calmly, save your nerves and the nerves of the developer: split tasks into small and intelligible (for a techie), fix and discuss them in the todo-manager, control time in the time-manager, for example toggl.com. If you see what comes out expensive or bad (or both), you pay by the hour and choose a new developer.

But there are a lot of people whining about the fact that layout is a simple task and there is high competition in it, but when you look at their code, even fall)
I looked at your link to the project - it is clear that qualified personnel will go to you even lower. Below 2500₽/hour for layout, a normal specialist will not charge.

Personally, I would not undertake your task, because the amount of work is not clear. I am more than sure that if you combine the two templates, it will turn out that this is not what you wanted, and therefore it will be necessary to make changes, redo, etc.
It is not entirely clear what exactly needs to be done. Freelancers are apparently afraid of not completing, by your standards, a project, and being left without money at all.
I would recommend you:

  1. break the task into small tasks and work in stages (it can even be different freelancers and orders);
  2. buy/find/order functionality and don't worry about the current one.

Everything is simple. Good typesetters/programmers work hourly.
Why should I spend a lot of nerves and energy on an assessment of time and then proving that it’s not 5 hours, but 50 hours of work, it’s easier to take an hourly work.

As a freelancer, I periodically post fake tasks to compare prices, etc. In general, the picture is the same, with an average of 30 answers, 2 are developers, not hucksters or bots. Leave the task several times, my advice is between 9 - 10 and at 16 - 17, for anyone there is someone.

Do not use fl.ru. He hit the bottom many years ago, just a hole where orders in the style of "site for 5000" are dumped by cheap studios selling the same site for 7000. Hence the whole attitude. Those who survived in this simply do not have time to understand the TK. For such a penny, they can only somehow beat off their work in a month.
For a professional, it doesn’t matter what template there is and which CMS. Pug/sass/css is the same everywhere. He can both write the same from scratch, and modify the one given to him in any form.
It's just that everyone who did such work at least at some level left fl a long time ago.
ps I was sure that you had an order for 5000 with a bunch of wishes, but an adequate price tag seemed right off the bat. It's just a site problem.
As for questions - often many people think that if they ask something, the customer will think about their incompetence. Therefore, it is often easier for them to "google" some difficult places along the way. In principle, this is also the right approach, a minimum of questions, a maximum of work. It's usually easier for customers.
