How to pay a freelancer with VAT?

The wording is a little strange, but reflects the essence: it is cheaper for a company to work with freelancers than with large studios, but it is even more profitable when paid with VAT.
The thought arose, are there services or companies that can become an intermediary between a freelancer and a legal entity?
Purely theoretically, the same freelancer could issue invoices to replenish the balance, and from it I would pay freelancers.
Approximately the same implementation is now on hh.ru: we pay for their services with a common account, and then "select" them as vacancies are posted.

I did not understand the essence of the question. Do you want someone to pay VAT for you when registering freelancers for yourself? What is the commercial benefit for such a person. And if you will compensate him for the losses, then why not immediately pay tax?

Don't pay at all. I understand that it’s beneficial for you to take VAT refunds, but it doesn’t make sense for us to work with VAT at all, work is empty, or even negative for sure. For this reason, she liquidated her enterprise for VAT. If you have a lot of similar orders, then there is only one option to save money - to open a simplified business yourself.
If you want to make VAT refundable when making settlements with Freelance, then Freelance must be a VAT payer, the question is: does it need it?
