I am finishing my bachelor's degree at St. Petersburg State Polytechnical University with a degree in industrial design, I would like to go somewhere to study computer graphics, compositing, animation.

Go to work. You learn the fastest at work. Work for a year, along the way understand what exactly you like to do, then get knowledge in the chosen direction. If willpower and knowledge of English allow, then study on your own, using video lessons.
