Depends on what you're painting in. If this is vector software (as in my case), then it is much more convenient and correct in terms of resizing and working with plugins to draw under @1x. If you only have a 5-5s iPhone at hand, then draw 320 * 568 in the vector, and then resize the icons and so on. In Photoshop, respectively, 640 * 1136. If you have an iPhone 6 or nothing, plus if you are making a design that you will then insert into your portfolio, then of course it is better to draw initially under the size of 6 (375 * 667), and if it happens in Photoshop, then under 6+ you will have to. Just remember that 6+ is @3x which means the thickness of the lines must be a multiple of three. Just like in android.
As for android, there are two options: either you draw under what is at hand, or it is more common in blogs, portfolios and other literature to draw under nexus 5. This means vector 360*640, raster 1080*1920.
I highly recommend as a novice designer to draw right away in Adobe Illustrator on PC or Sketch.app on Mac. Photoshop is a program for processing photos, not for working with the web and developing for different screens. I myself have been retraining for a long time and therefore I immediately advise you to start correctly, otherwise you will complicate your life later.

I have android (480 * 854) and iphone (640 * 1136) at hand, so at first I do it for these resolutions. And then when cutting the elements, I change if necessary.
It happens that design elements need to look different on large and small screens, and in such cases, you need to make several layouts so that the developer understands what the differences are. For example, it can be indents.
