Are local courses extremely important to you?
In general, there are very few such courses-schools (because it no longer draws on the course). I know two - these are the Gorbunov Bureau and the British Higher School of Design.
It is extremely difficult to get there and there, but the Bureau has a plus - they teach remotely. BHSAD - only in Moscow.
Much of what you want to know, you can learn on your own. The basics of design are not as complicated as they seem. If interested, I can advise literature, I am now self-taught.
