Try to apply with such an initiative to a local university that trains IT specialists. Talk to the teachers / leadership of some department, tell them about the idea. I think they could help with the selection of student activists, launch a project within the department and provide any support, including in choosing a grant, applying for it.
As an example, group project-based learning is practiced at TUSUR - students unite in small teams of up to 7 people and, under the guidance of graduate students / associate professors / professors, do some projects. Projects are different, since I am a programmer, mostly software projects are around me. Yes, not everyone shoots and something comes out of them. But some survive to a business incubator with subsequent growth to a real working business.
By the way, it seems that some new IT-university has recently opened in Kazan, its advertising was actively moving everywhere.
