Where to find an interlocutor in English?

Hello =) I thought about learning English. One of the parts of the self-composed program was live communication with a native speaker.
Question: Are there services for finding an interlocutor in the language being studied? What and where?
Something like: he/she needs to learn Russian. Me English. We communicate alternately in different languages. It seems to have seen services of this kind, but forgot.

And what’s stopping you from just going to Facebook and walking around English-speaking communities, chatting there and making random people like friends. And there will be communication.
