Where to find a programmer for small tasks?

Every time I look for freelance programmers to solve small problems, I come across inexperienced, but price tag freelancers. This is probably due to the fact that good programmers work in companies on large projects. But where then can you find such a programmer to solve regular (once a month) small (something fell, the site was hacked, you need to add a feedback module, etc.) tasks on the web?

Therefore, experienced programmers try to take on larger projects in order to minimize bureaucracy and focus directly on the technical part, well, because they can. Therefore, an experienced programmer and very small tasks are practically incompatible.
Perform small tasks with high quality - continue to look for not very experienced, but adequate performers, let them grow along with your tasks.
