Where to drive commands like $ gem install ... to install on Windows? Is it possible?

I did not receive the answer from here, but, in general, I understood. The bottom line was that I was so dumb. It turned out that you can download, for example, node.js and "npm" commands will become available in the fucking cmd console. For example "npm inspall *some_program*". Same with gem: install Ruby and "gem" commands will become available in the same fucking console
