Where to complain about OPSOSA?

Beeline connected some kind of subscription to my grandfather and withdrew about 1000 rubles in 10 days.

Service grandfather, of course did not use. I realized it only when the account was less than 50 rubles. Beeline refused to return the money by phone, but turned off the service.

I'm going to write a claim to Beeline for a refund. But the fact itself is unpleasant, so I want to complain somewhere else. I would be grateful if you tell me where exactly and how to write?

OBNV: now we dealt with this issue with the operator and grandfather again. It turned out that a subscription was made to the service 10-file.ru/. Grandfather was looking for books on the Internet, one of them was on this file storage. He was offered to register, during the registration he was offered to enter his cell number. He never completed the registration, but left the number.
He did not send any SMS to the short number.

I wrote a claim to Beeline and sent it by Russian post and acknowledgment of receipt.
It was sent at the beginning of July. On August 19, they called and said that the money was returned to the account.

Only with roissi mail, letters should not be simple, but registered, even better with notification of receipt. This is necessary so that later (you never know where the process will lead) to prove that they are deer, and they safely received your letters.

First you need to write an official letter to Bubenline, with something like this question. Please provide me with detailed information about my calls, consumed services, sent by the operator SMS with the full text of system notifications, i.e. full movement of funds and notices.
Then get the contract for the provision of services, the law on consumer protection, and write out the items that were violated. After that, write a second letter, that gentlemen, you are violating the laws of the Russian Federation, how do you explain this? The second letter is very important, it is this answer that should already be sent to Rospotrebnadzor, the society for the protection of consumer rights, and so on. So that there is a basis for consideration, and not just a complaint that someone is bad.

A fairly common scam that replaced SMS - subscriptions and pseudo-subscriptions.
Its essence lies in the fact that a person enters his number, where he receives an SMS with a code that must be entered on the site. After that, he is considered subscribed to the service. Moreover, at first (the first 24 hours) no one withdraws money from him - this is usually where vigilance fades away. And then - they start withdrawing $5-$10 every few days - and so on until the person unsubscribes from the service. Moreover, if he does not have money in his account - it does not matter, as soon as they appear - the subscription will immediately rip them off.
There are 2 things that lull vigilance here - the first 24 hours of use are free, which I wrote about above, and that you don’t have to send anything anywhere. Therefore, if the older generation is already more or less aware that it is impossible to send SMS anywhere, then few people know about this thing.
So it goes.
Apparently, the affiliate program to which this site is linked is SMS Access (smsdostup.ru). Write to them, kick them. Although most likely, the money will not be returned - at 10-file.ru/ all the subscription conditions are indicated below, you can’t find fault.

Unfortunately, complaining won't help. I met a lot of people who tried to write letters, but there was no sense in it ...
The site indicates the conditions, cost and how to turn it off. Don't hold on to anything...

Disable paid services. Now all operators can do this in their personal account.
