Can the operator watch https traffic?

Became interesting. Can the operator view https traffic? Yes, no one will do it. But just wondering if he has such an opportunity? And in general, what's the use of https if there are a lot of articles on the Internet on how to intercept and decrypt it ...

I'll change Fixid 's answer - it can't :)
Transit traffic transfer operators usually can't get inside the SSL/TLS cipher channel.
https is protected from the MiTM attack with a set of identity certificates.
with the exception of some cases in which there are either legal grounds for palming off their certificates, as the authorities of Kazakhstan did, or in some other way slipping "left" confirming certificates to end users.

As terrible as it is, but ...
And moreover, it will be soon (if you are in Russia). Everything is done quite simply - in fact, this process is the same as when installing a proxy with bumping. A national certificate is issued , everyone is placed in trusted voluntarily and with a song and voila - protected, it will be protected, but "who needs it" will be able to view it.
In the link to the gyktimes, there is a very delivering discussion. It resembles the conversations of kindergarteners who found out that tomorrow they will come to the kindergarten to vaccinate

Everything can be legal.
... well, if you get into the traffic interception derby, then some "craftsmen" can also.
