Where to apply for a programmer in the Russian Federation for a resident of Kazakhstan?

I live in Kazakhstan, where to apply for a programmer in Russia?
In my understanding, programming is the development of software for various systems (for PCs), the creation of websites, game development (the software part).
Interested in universities that take exams remotely or travel to Kazakhstan (entrance).
What exactly should I choose? Software Engineer, Software Technician?

None of this, education in Russia is a fiction.
Try to learn on your own, and then send your children to a normal university somewhere in the USA.
My opinion is based on the courses of American universities after receiving a diploma in Russia.

You can look at MIT . Distance learning. Has a representative office in Kazakhstan. If the main goal is a diploma, then this institution is quite suitable.
