Where to announce a web design contest?

Can you tell me what sites/platforms exist where you can announce a competition for web design? Perhaps there are some specialized sites (except freelance.ru)?
LiveStreet CMS is holding a competition to change its default design and would like to bring it to a greater number of potential participants.

Are only Russian-speaking sites interesting? Maybe it makes sense to look towards design magazines like smashingmagazine.com and make an announcement there? There will be about a dozen similar to it, and the audience there will also be very significant and interesting. Yes, and Russian designers read them.

I don’t know how it is now, but a year ago I had the same task and I went the easy way. Posted a contest on www.free-lance.ru and that's all. Another thing is that placing the contest there is paid :-(
But I solved the problem.
