Where is the section in google adwords "Users of payment accounts", how to add an accountant?

I found the google instructions for setting access rights
point 2. Open Settings, find the Users of payment accounts section and select Manage payment accounts.
The point above does not work at all. The Users of payment accounts section was not found. Tell me where to dig?

I add users here - Tools -> Settings -> Account Access
