How to properly target Moscow in Adwords?

Hello.
I'm just getting started with Adwords. Added 10 ads in the search. All have been moderated. Set trageting for a certain age and gender. Chose the region of Moscow 17km.
I can not understand:

Ads with some types of gender targeting cannot be diagnosed.
Ads with targeted age groups cannot be diagnosed.

Or just writes "Ad is not showing". No specific information.
Why can't any ads use this targeting?
Keywords low-frequency 10-260 hits by exact wordstat entry per month. Maybe this is not enough, but I filtered out all unnecessary words for maximum conversion.

With such targeting, you are unlikely to get anything in Google Adwords.
First, change geotargeting to Moscow and the Moscow region (or just Moscow). Using a radius on entire cities does not make sense.
Secondly, it’s better not to use demographic targeting in search, you can enter corrective bids in addition to the main one. In the new interface, this option is "Observation", in the old one "Bidding only".
Thirdly, do your low-frequency queries in Google Adwords have the status of "few queries"? With this status, there will be no impressions for them.
