One article on Habré tells how to get 7V from the power supply. Sorry for the silly question, but I can't figure out how DC is obtained if +12V and +5V are connected. Where is the downside? You can just give a link, I'll read it.

potential difference 12-5=7
connect what/where?
example:
if you connect the + output of the fan to + 12V,
and - the output to + 5V,
then the fan will have 7 volts.
