21st century - only interdisciplinary remote self-learning based on the community.
1. Lebedev's Guide book free of charge. on his website.
2. Business lynch section on his website.
3. Let him decide to look at each of the directions in graphic design on the site techdesigner.ru, in particular:
- web design layouts
- matte paint (Glazyrin profiles, Google "ujean & glazyrin", "shamanik matte paint" and others) - on YouTube by searching "matte paint wip"
- 3d - site render.ru
- icons - dribbble.com
- illustrations - works on livejournal by denis zilber, max kostenko + site deviantart.com, Yana Frank's book "The Diary of a Maniac Designer"
- typography - books by Tschichold, Ruder
- for interfaces I recommend Raskin - "
- there is also such a direction as an artist for games. now many large studios have already begun to abandon expensive PC games and make a lot of mobile games - it pays off better. Here I advise you to just play more indie games on steam and make a classification of styles in which the game is drawn (there are about 7-10
of them), there were a lot of tutorials and just reflections and sharing of non-technical knowledge on the topic of professional graphic photoshopping and freelancing. But maybe not all the pictures have been killed yet, you can read the posts up to ~ 2013-14.
There was also a site (one of the most powerful in the world of technical design - in general, Russians are number 1 in the world in technical design, this can be seen from the same dribbble) makepizdato.ru, but time devoured most of the pictures. If you find someone with a copy, make tutorials from there and listen to advice and you will be happy.
5. site design.tutsplus.com choose the photoshop or illustrator section.

And in general I highly recommend mastering 3D. Firstly, you begin to understand light many times better + materials, and still the 21st century, make small animations for videos, calculate complex physics like fabric, water, hair, smoke, any professional in the graphic environment should be able to do. + 3D printers will soon be in every house...
I recommend Blender. It's completely free, has a very active community around the world, tons of free tutorials on YouTube, and in general, in my opinion, free software is the future.
Ps. And of course, reading classics, such as Papanek's "Design of the Real World" or Ethan's "The Art of Form", etc. (the minimum list of books for designers is normally in Yandex).

To art school.
To draw well, you need to learn this. Develop skills of proportions, sense of movement.
And Photoshop is a separate thing, it will simultaneously raise skills.
At school, let him study with a pencil, and at home, let him study on a computer.

Buy him
1. A good computer
2. A good monitor
3. The necessary software
4. A tablet for drawing
Then he will learn. There would be a desire.

Nowhere.
If there is no desire and motivation, then do not teach.
And if there is a desire and motivation, then there will be enough materials on the Internet, and there is no need to take additional steps (except for buying equipment: a graphics tablet, SSD). He'll handle the rest himself.
