Is it possible to learn python/django on a tablet?

Hello!
I study python in my spare time and I don't have a lot of time. To speed up, there is a desire to purchase a tablet, because I spend 3 hours daily in public transport and could spend time wisely.
Question 1: is a tablet suitable for Windows (I understand that Android will not have django and additional libraries) in principle for learning python / django. Or is it initially a ridiculous idea ....
Question 2: Will a Lenovo tablet with 2 gb of RAM and an Intel Atom x5-Z8350 processor: 4 cores at 1.44 GHz suit me? Other solutions on Windows cost from 40 thousand rubles, which is expensive for me ....

Impression:
As a result, I fell back to video tutorials and simple tests (such as the "web technologies on stepic" course and the "Learn python" application), where you can draw a solution in your head. And the main practice is at home.
Maybe it's different on Windows, I don't know.
Have you tried services like repl.it ? there is Django.

There is an application for learning python for android, I don’t remember the name. Teaching basic things. Very usable even on a phone.
But it’s better to download Lutz and read, though little will be postponed without repeating what you read.
