Where is the best place to download torrent files?

Hello.
I am a noob in this matter, I decided at the age of 25 to create a torrent distribution for the first time)
Where is it better to upload files so that they can be downloaded 24 hours a day? It's clear that sharing is not from a computer. Can use Dropbox or Yandex.Disk? Or am I misunderstanding the torrents policy?

Not right. Just put the torrent file on the tracker, and keep the torrent client running, which also has this file registered.
Yandex.Disk and Droppox are not here.
