These are not shortcuts. These are just the names of specific executable files.
Just like dota2.exe, there is regedit.exe or printui.exe somewhere
in the system settings. directories listed in the PATH files lalala.exe, lalala.com, lalala.bat, lalala.cmd, and only then it will give an error if not found.
In other words, if you installed dota2 to c:\games\dota and your executable is c:\games\dota\dota2.exe, then you need to add c:\games\dota to PATH and a new "short command" will appear "-dota2

There is no directory. As the developers intended, this is how it works. Perhaps the microsoftware has a reference book, but I have not seen it. All such things are in different places, someone needed it, unearthed it himself or asked in support or somewhere else, published it. The other one can already find it at the first one, and so on.
Often you have to spend a lot of time googling and understanding the topic in search of the necessary information. It doesn't happen otherwise.
There are a few commonly used features that are quickly found, the rest ... you need to make an effort.
