Where can I get a normal VPN server?

I live in Crimea and use VPN for obvious reasons. I'm on ubuntu and use the built-in VPN function. Just connected server with vpngate.
I use the VPN myself infrequently, but still - it is terribly slow. No, of course - I know that it's stupid to demand mega speeds from a free server, but today I waited 20 minutes for a 40 MB file to be downloaded.
Where can I get a normal server, can I even pay (not too expensive)?

In the Russian Federation, a lot of providers provide VPS-ki. We take a VPS, put a bounty on it (since we know), we raise strongswan / openvpn / something else - profit!
