Where can I find specifications for the Baikal and Elbrus processor?

It became interesting what ours are doing.
As I understand it, there are two processors:
1. Baikal
2. Elbrus
The first one is aimed at embedded solutions. The second one is for desktops and servers. If not, correct it.
The problem is that I did not find any intelligible specifications. One marketing husk. Where can you read more about them? Judging by the news, their first batches were shipped and for a long time. The question is where are they? What are the reviews, etc.?
Which compilers support building for them? What do you need to port applications?

You won't see them in the next 10 years. They are made and shipped exclusively for military needs. It is better for private customers to just forget about them now.
