Where can I find parental control software?

Good morning wt. forum users.
Help me find software (either free or broken) for restricting sites and software in one of the accounts on a PC.
The software is required to:
- prohibit the launch of certain software;
- prohibition of launching certain types of files;
- black list of sites that I will replenish.
I found such software that fully meets my requirements, but paid ContentWasher.

Kind. And what operating system? As far as I know, this can be done using Windows itself. Parental control + applocker.
