Where can I find a VoIP provider that can accept payments from abroad?

There is a problem - I need to call Russia from different countries of the world. As practice has shown, the most pleasant solution to this problem is a provider in Russia.
Prsoto because when you have a gateway in Russia through it it is easier to get through to the CIS. If the gateway is in the USA, for example, then you can simply put your money in the furnace, because the connection will be cut off, heaps of viruses will litter the air, and dialing from the first time will turn into a legend.
Somehow I found a company Sipnet.ru which provided a normal service. But they have a problem here - they cannot humanly accept money from colleagues from the USA, for example. In particular, they allow you to pay via PayPal, but only $100 per day. The other few payment methods are not inspiring. For example, you can make a bank transaction, but, in addition to the commission for the USA, this is again a headache.
Are there any Russian providers that allow companies from different countries to work on a credit system (billing for calls)?

Voipcheap allows you to buy vouchers of 10 euros in different ways, for example through PayPal.

Zadarma.ru can issue an invoice from a company in the EU, will it work? They also accept PayPal without restrictions.
