How to solve the problem with the refusal to port the number to another telecom operator?

I decided to switch to another telecom operator (from MTS). But it was not there. The second time I was denied porting the number for formal reasons (allegedly, the passport data do not match and you need to verify them at the MTS office).
I checked the data, there were no discrepancies, but they refused again. It turns out that the law does not work, since you can simply refuse as many times as you like. And while they are playing for time, money for communication is dripping to them.
Has anyone experienced this? How to solve the problem?

Fight as with any bureaucracy - call the boss, then a higher-ranking one ... Write statements, complaints. To begin with, the opsos himself, then to RosPotrebNadzor.

That is, you personally verify the data in the office, do they match, and right there the same operator refuses to you because the data does not match?
It seems to me that you do not agree.
