Where can I find a beginner creator of 2d game art (artist/illustrator/animator)?

For the portfolio I am making a simple toy, but I really want to go beyond the color_curves_figures. And the fact is that I myself could create a satisfactory art, but there is no necessary software and a system on which it could be run. The idea to find an aspiring game art creator came from the very beginning, but I decided to try it myself first. For three weeks I tried to draw in inkscape and it even started to work out, but the infection, at the very end, its imperfection began to show. The trouble with shadows, blur, accurate masks and a bunch of other things.

Out of desperation at the very finish, I decided to ask where can I find a novice creator of game art? Only with one caveat - freelance exchanges are not suitable. Is it possible to find a novice specialist outside the exchanges, who, having helped me, will be able to put his first real work in his portfolio? Since I have some real experience with this, I can help with any difficulty that gets in his way. In fact, I will act as the first, albeit not a real, adequate customer who will be able to prepare the respondent for all possible cases in the future.

The requirements are the most minimal - an experienced user of ps, il and be able or not able to but really want to learn to animate, which is impossible without basic knowledge of animation.
