Where and what to read on patent law?

Hello.

Interested in where actually and what can be read enough "applied" patent law, ie. regulations for registration of patents/applications, etc. and what they provide.
International patenting is also of interest (as I understand it, there are no “worldwide” patents, but a patent registered in one WTO country is valid in another). On what basis does a citizen of one country apply in another country, and what is required for this?

The topic is no longer of interest in terms of IT, but in terms of production.
