What will be the legal consequences of developing a vpn application in Russia and publishing it on the Playmarket?
In 2017, Federal Law No. 276-FZ of July 29, 2017 was adopted to ban VPNs in Russia.
All proxies and VPN services, as well as anonymizers, fall under the law.
Their owners are invited to restrict access to resources included in the register of prohibited sites of Roskomnadzor.
In this regard, the following questions arise:
- is it legal to develop a vpn application while in Russia?
- will there be any fines and penalties for developing such an application? -
Will google allow to publish vpn application on android Playmarket?

I don't see any connection between FZ-276 and your questions. This law does not prohibit the development and publishing of vpn applications. It obliges you to do the following:
- If you maintain a vpn server, then you must block access to sites from the ILV list
- If you do not, your service will be blocked, and applications will be asked to be removed from stores. And Google and Apple will be deleted as cute, and they were not bent like that.
about VPN ban in Russia
Well, actually, the law does not prohibit either development or use.
It only obliges you to block access to prohibited sites and services.
Otherwise, all companies that use VPN to connect remote employees to the company's internal network would howl
In Russia, there is no ban on the development and use of VPNs. You read something wrong or misunderstood
Gender of the country VPN is used for business, the same branches are connected. Starting from ANY large state-owned companies, such as Sberbank, Gazprom, etc., and ending with small businesses with geographically distributed points
