When you turn on the PC, the cooler reaches 4000+ rpm and the percentage is 100 degrees, what's the problem?

For some reason, the cooling system is not cooling the processor properly.
1. Or the heatsink does not adhere well to the processor, for example, some plastic has broken off
2. Or the heat pipe has failed
3. Or the heatsink is clogged with dust
4. Or the thermal paste has become dull and does not work.
You never know what - you need to look and feel.
If the processor temperature is 90 degrees and the heatsink is in good contact - its temperature is at least 60, it is impossible to take on it. This is true?
