When will the new MacBook Pros arrive and what can we expect from them?

I was about to buy a MacBook Pro by the beginning of the training, as soon as intel introduced a new processor (Haswell Refresh).
And as I understand it, in the fall there will be a new macbook on them, so the question is: what to expect from them and is it worth waiting at all?
Because a laptop will be needed from September, and when this good will appear in Russia, I can’t even imagine. But if I buy Late 2013 now, and then a much better Late 2014 comes out immediately, I will bite my elbows. Basically, I need some advice.
There is an option to live in a hostel for the first time with an old laptop (the Internet and the compiler almost do not lag) and look at the situation there in general, at the MacBook, when it is presented and decide whether I need it.

Haswell Refresh is more marketing than fundamental change.
Broadwell will be significantly better, so in your case I would either buy or wait for Broadwell firmware.
